A Climate for Resilience

This case study describes how Houston addressed a wide range of climate vulnerabilities, including flooding, drought, tropical cyclones, and extreme heat, by developing a climate preparedness toolkit grounded in real planning needs. The project compiled recent examples of adaptation plans from federal agencies into an online toolkit called adapt2climate.org, making the material more accessible to practitioners and decision-makers. A key outcome was the development of nine guidelines that address city building codes and infrastructure, showing how resilience planning can be translated into concrete design and regulatory standards. The case also emphasizes process lessons that are useful for other cities. Houston’s approach relied on engaging experts and using scientific insight alongside local perspectives to strengthen resilience planning. It also used the city’s identity as the “Energy Capital of the World” to broaden stakeholder support, demonstrating that framing resilience in terms of local strengths can help mobilize action. Another lesson was that early climate action can create momentum for later initiatives, which matters for cities trying to move from planning to implementation. Finally, the project prioritized making final materials accessible and included tools to improve comprehension and extend project benefits, underscoring the importance of usability in adaptation resources. Overall, the case is valuable because it combines urban hazard assessment, code- and infrastructure-oriented response options, and practical lessons on stakeholder engagement and knowledge sharing. It is especially relevant for municipal officials, planners, and resilience practitioners looking for an example of how to turn climate risk awareness into a structured preparedness toolkit with clear implementation guidance.
